| 摘 要： | 政府作为一种为公民和社会共同利益服务的组织,在公共管理中发挥重要作用.如何通过合理制定公共政策、有效开展公共管理,为国民提供公共产品和服务,最大限度地实现公共利益,是政府改革和职能转变面临的重大课题.要在正确认识"公共利益"这个概念的基础上,有效探索实现公共利益的正确途径.

| Abstract: | As an organization that serves citizens and common interests of the society,the government plays an important role in public management.How to provide citizens with public products and services,and realize public interests to the maximum extent by reasonably formulating public policies and effectively implementing public management is an important issue in government reform and government function transformation.We should exploit the suitable way that can effectively realize public interests based on the correct understanding of "public interests". |
