生态文明建设的道德支持与法律保障

党的十七大报告首次提出"建设生态文明",将生态文明确立为与物质文明、精神文明、政治文明并列的第四大文明,这充分体现了我们党和政府在生态环境问题上的卓识远见。在生态文明建设进程中,必须依靠道德和法治的双重力量,一方面要加强生态道德教育,倡导环保节能的生产方式和绿色文明的生活方式;另一方面要建立健全我国的生态法律制度体系,将生态伦理的理念转化为制约和影响人们决策和行为的制度结构和法律规范,为生态文明建设提供有力的法律保障。

The Moral Support and Law Guarantee for the Construction of Ecological Civilization

The report of the 17th National Congress of CPC put forward the concept of the construction of ecological civilization for the first time and raised its importance to the same level as that of material civilization,spiritual civilization and political civilization.The action fully demonstrates the Party and the government's far-sight as to the ecological problem.In the construction of ecological civilization,we must rely on moral power and the power of rule by law: on the one hand,we should strengthen ecological moral education,advocating the environment-friendly and energy-saving mode of production and green civilization;on the other hand,we ought to further improve the legal system concerned,turning the concept of ecological ethics into the systematic structure and laws and regulations,which can restrict and influence people's policy-making and conduct so that the construction of ecological civilization will be firmly guaranteed by law.
