| 摘 要： | 1972年美苏之间为了缓和愈演愈烈的军备竞赛签署了<限制反弹道导弹系统条约>.1974年,美苏两国又对反导条约的内容加以修订.它是美、苏保持战略力量平衡的基石.2001年12月13日,美国总统布什不顾国际社会的强烈反对单方面宣布退出该条约,为其部署导弹防御系统扫平道路.美国的这一决定将给国际安全和战略稳定带来多方面的消极影响.

| Abstract: | In 1972,the United States and the Soviet Union signed The Anti Ballistic Missile Treaty in order to relax the arms race growing in intensity.They also made some revision in 1974.It was the foundation stone that US and USSR kept strategic balance.On December 13th,2001,the US President George Bush claimed to withdraw from this treaty one sidedly,ignoring the strong opposition of the international community.This decision of US,which aimed at providing facilities for the disposition of the missile defense systems,would bring negative influences to the international safe and strategic stability in many aspects. |
