| 摘 要： | 近些年,我国出台了一系列长期护理保险政策,发展长期护理保险成为政府重要的政策目标之一。尤其是2016年人力资源和社会保障部出台了《关于开展长期护理保险制度试点的指导意见》以来,各地纷纷响应,相继出台长期护理保险政策。通过对15个试点城市长期护理保险政策文本的分析发现,政府综合使用了需求型、供给型和环境型政策工具,但也存在需求型政策工具严重短缺、供给型政策工具总量偏少、环境型政策工具数量较多和次级政策工具结构不均衡等问题。未来应根据长期护理保险的发展情况,合理调整三大类政策工具的结构,优化次级政策工具结构,建立健全长期护理保险政策体系。
