摘    要:本文分析了干部能上不能下的原因,指出要在能下工作中取得突破,必须从加强干部制度建设、完善能下的配套措施、优化舆论氛围、完善考核方法、加强干部管理和监督、健全分配制度等多方面协同配合,逐步推进.

Abstract:This article analyzes the causes of the cadres not being ready to work both at the top and at the grass roots, and points out that the work should be broken through by working in coordination, pushing it forward progressively from all aspects. This consists, essentially, of tightening up the cadres system, perfecting the necessary measure of this work, optimizing an appraisal atmosphere, perfecting a check up method, tightening up the management and supervision on the cadres and improving the distribution system, etc.
