试论区域联动机制的建立——立基重大灾害与风险视阈

重大灾害与风险发生的不确定性和强破坏性增强了政府公共管理的危机性和社会关注的普遍性。应对重大灾害与风险离不开政府主体的区域联动和政府职能的有效耦合。立基这个阈值考量,建立正三角稳态区域联动机制是应对重大灾害与风险的有力措施。笔者在对区域联动机制理论厘定的基础上,对其建立的必要性和规约因素进行论证和分析,最后探讨区域联动机制的实现路径,以期实现政府职能的优化整合,进而实现对重大灾害与风险的高效应对。
