| 摘 要： | “和谐社会”与“小康社会”是一鸟两翅的关系。和谐社会中核心价值理念是公平与正义。和谐社会中要求人们在公平与正义的理念指导下构建维护和谐社会发展的法律制度,从而实现社会核心价值的回归。因此和谐社会必须建立在法治社会的基础之上,同时法治保障和谐社会的健康有序可持续发展。

| Abstract: | The relation between a "harmonious society" and a "well-off society" is like the relation of the two wings of a bird.The key idea of values for a harmonious society is fairness and justice,and people in a harmonious society are required to form a legal system that can maintain social development under the guidance of the idea of fairness and justice and thus realize the return of the key idea of values.Therefore,a harmonious society has toe set up on the foundation of nomocracy and nomocracy,in turn,will ensure a healthy,orderly and sustainable development of the society. |
