新农村建设是社会利益的重新分配,利益博弈是其焦点,运用博弈理论分析征地过程中政府、开发商和农民所扮演的角色以及在利益博弈中所处的地位,在这三方博弈的过程中农民是最大的牺牲者,他们处于劣势地位,属于弱势群体;土地开发商与地方政府形成了一种利益联盟关系,他们在博弈中处于优势地位,属于强势群体.农民处于弱势的原因是由于制度缺乏理性,据此从制度理性出发对失地农民问题提出相应的对策建议.

The game balance through collecting land in Chinese new countryside construction

The new countryside construction is the redistribution of social benefit. And the benefit game is the focal point. Using game theory analysis of the process of government, the position of developers and the role of farmers as well as the interests of the benefit game were defined. In this tripartite process of game, farmers are the biggest suf-ferers who are in disadvantaged status, belonging to vulnerable groups; land developers and local governments to form an alliance with the interests of their dominant position in a game, are a strong group. Farmers in a weak posi-tion is due to the lack of a rational system. For this, a rational system should be set up as countermeasures and sug-gestious for peasants territory lost problems.
