| 摘 要： | 秩序具有优先于一切的政治价值,群体性事件对社会公共秩序危害巨大,以＂向政府泄愤的群体性事件＂为最烈。＂向政府泄愤的群体性事件＂的发生和演变,不仅具有利益、制度、体制、文化和心理等多个层面的成因,更有其独特的生成机理。
