桥头堡论纲

桥头堡是陆桥经济研究中一个具有特定内涵的重要概念。港口的性质、运输线路的便捷和政府部门的定位是确定桥头堡的主要依据;融国际运输中心、金融中心、信息中心为一体的国际商贸中心,是桥头堡的主要功能定位;连云港正是基于此而被确立为新亚欧大陆桥东桥头堡。目前,应以国际商贸中心建设为目标,采取特殊政策,设立连云港自由贸易区,尽快开放连云港航空口岸,实行落地签证,扩大连云港金融领域开放,努力实现特定区域内人、财、物流的无阻碍运行,为亚欧经贸合作和沿桥地带开发服务。

On the Bridgehead of the Eurasian Continental Bridge

In studies on the economy along the Eurasian Continental Bridge, bridgehead is a very important concept with special connotations. The nature of Lianyungang Harbor, the convenience of transport and the role that the local government plays have helped to set the City of Lianyungang as the bridgehead. In terms of its function, the bridgehead should be an international business and commercial center as well as an international center of transportation, finance and information. At present, the City of Lianyungang should adopt special policies to build itself into an international business center. For example, it should build a free trade area, open itself as a navigation port, realize on-earth visa signing and expand the opened business areas. Besides, it should try its best to make it smooth the circulation of human, financial and property resources, so that it can serve for economic cooperation and the development of regions along the bridge line.
