| 摘 要： | 长期以来，我国以食品安全标准代替着食品技术法规。这种状况与WTO以及市场经济相关规则相悖，无法覆盖对食品中有毒有害物质的检测，降低了食品安全监管效率，也妨碍了我国食品安全水平的提高。按照WTO／TBT协定，参照发达国家的成功经验，遵循市场经济竞争原则，迫切需要改革食品标准体系，将强制性标准转化为技术法规，建立起食品安全法律、食品安全技术法规和技术标准协调一致的制度体系，为加强食品安全监管和提升我国食品安全水平提供依据。 |
