论都市圈价值导向、城市功能和产业三位一体的转变

长三角都市圈目前已经跨入了从竞争转向竞合、从产业一体化走向功能一体化的区域发展新阶段.本文认为,长三角区域一体化与转型创新发展,首先需要依赖于城市功能的转型,而城市功能的转型又需要城市价值导向的转型为前提.在长三角区域由“产业一体化”向“功能一体化”发展转变中,本文指出区域制度合作是实现长三角功能一体化的核心与关键,并基础制度环境、规划和政策合作、制度实施机制三个层面构建了制度合作的整体框架.

Transformation of Metropolitan Value Orientation,Urban Function and Industry

Yangtze River delta metropolitan area has entered the new stage of regional development from competition to cooperation and from industrial integration to functional integration.This paper argues that,Yangtze Rive delta regional integration and transformation of innovation development should firstly rely on the transformation of the urban functions and the value orientation is regarded as the prerequisite.In the process from industrial integration to functional integration in Yangtze River delta,the system cooperation in the regional area is regarded as the core and key factor to realize the function integration.Finally,the overall institutional cooperation framework of the three aspects of basic system environment,planning and policy cooperation and system implementing mechanism is constructed.
