我国高等院校财产申报制度建设面临的问题及其对策建议

高等院校财产申报制度作为高等院校廉政制度建设的重要组成部分，对预防和遏制高等院校腐败问题有着重要意义。但由于思想认识和其他方面的原因，这一制度并没有充分发挥其应有的作用。因此，对20世纪90年代以来我国高等院校财产申报制度的建立过程进行梳理，就目前高等院校财产申报制度的相关规定进行分析，发现申报主体、申报内容、申报受理机构、申报材料处理以及违规申报行为处罚等多方面存在的问题及其行业特点，并有针对性地提出对策建议，无疑大有益于完善高等院校财产申报制度，促进我国高校廉政制度建设。

Property declaration system construction of higher institutions in China： Problems and countermeasures

As a part of university incorruptness system, property declaration system is an important tool against anti - corruption. However, the function of this system hasnt been given full play to due to retarded ideology and some other reasons,. Therefore, it has some theoretical and practical value to conduct a longitudinal study of the development process of the property declaration system since the 1990s. This paper also finds problems regarding declarer, declared content, the accepting institution, treatment of declared materials and the punishment of illegal declaration and puts forward countermeasure suggstions with a view to better the property declaration system and promoting university incorruptness construction.
