关于中韩两国经贸合作战略升级问题的现实论证

在东北亚区域经济合作进程中 ,在新近确定的“中日韩推进三方合作”框架下 ,中韩两国经贸合作面临着战略升级问题。从目前的情况来看 ,中韩两国经贸合作发展态势良好 ,已经为双方经贸合作实现战略升级奠定了坚实基础 ;中韩两国推进经贸合作既有潜力又有机遇 ,已经为双方经贸合作实现战略升级提供了可靠保障 ;中韩两国经贸合作关系发展前景广阔 ,已经为双方经贸合作实现战略升级标注了明确方向。然而 ,中韩两国经贸合作中尚存在一些具体问题 ,应当采取有效对策加以解决。为此 ,中方要注重在不断加强与韩国经贸合作的基础上 ,进一步实施“走出去”的发展战略 ,使双方在经贸、科技、信息与人才交流中形成互动局面 ;要注重引导韩国企业依据西部大开发的政策导向进行投资 ,改变韩国企业在华的投资布局、投资行业过于集中的现象 ,以利于形成区域经济协调发展的联动局面 ;要注重发挥中韩两国的地缘优势 ,根据国家振兴东北老工业基地的战略决策 ,为双方经贸合作的大发展打开广阔天地。

Analysis of the strategic upgrading economic & Trade Cooperation between China and South Korea

In the process of regional economic cooperation in Northeast Asia under the new framework of “promotion of cooperation among China, Japan, and South Korea”, the first step that should be taken is the strategic upgrading of economic & trade cooperation between China and South Korea. Currently, the well running cooperation between the two countries has set a solid foundation for their further strategic upgrading; the potential and opportunities have offered reliable guarantee for the upgrading, and the broad prospect of cooperative development points out the direction of the upgrading. However, there are still some obstacles in the two countries' cooperation that should be overcome. Therefore, on the basis of strengthening the cooperation with South Korea, China should set up the implementation of thestrategy of “going out” in order to advance the interaction between the two counties in the fields of economy and trade, science and technology, information and exchange of talents. It is necessary to give greater guidance to the investment of South Korea in China according to the policy of “development of the great west” so as to change the situation of over-concentration of South Korean investment in regions and fields, and China should also pay attention to bring into full play of territorial propinquity of the two countries and adhere to the strategic policy of rejuvenizing Northeast China, the old industrial base, to open a wide field for the development of economic & trade cooperation between the two countries.
