| 摘 要： | 现代社会和公民遇到越来越多的不确定因素的挑战,传统的条块管理的科层制和文牍主义的官僚制无法面对这样的挑战。各国都必须建立尽量完善的应急管理体系。此文以美国和德国作为比较对象,通过借鉴他们业已成熟的管理方式,来促进我国的应急管理体系。

| Abstract: | That the modern society and its citizens are faced with ever more challenges of uncertainties constitutes a great challenge to the traditional bureaucracy system.Countries from all over the world are looking for ways to compensate for their respective systems for handling emergency.On the basis of the mature experience from the US and Germany,some suggestions are made regarding how China's emergency system shall be promoted. |
