欠发达地区农业转移人口市民化现状调查及路径选择研究——基于重庆涪陵的个案分析

通过涪陵的个案分析,发现:西部欠发达地区农业转移人口仍以沿海就业为主,但本土就业、本地就业的比例逐年上升;转移人口返乡流趋势明显,新一代农业转移人口表现出较为明显的本土落户、就近落户意愿,但过高的房价、就业困难与不稳定、教育资源不合理及各类入学限制、社会保障机制不完善、随迁父母不愿意舍弃乡土等制约了意愿的达成.基于此,欠发达地区应该统筹推进就地城镇化、就近市民化、产业集群化、农业现代化,化解欠发达地区农业转移人口市民化困局.

Current Situation of Agricultural Transfer Population' Citizenization in Underdeveloped Areas and Route Selection:Based on the Case Study Made in Fuling of Chongqing

The case study made in Fuling of Chongqing reveals: though agricultural transfer population in underdeveloped areas of western China mainly takes up occupations in coastal areas, those getting jobs in local areas increase year by year; and among the transfer population, there appears an obvious return flow, in which new generation peasant workers show a strong willingness in setting down in local or adjacent places, but they are restricted by high house prices, unreasonable allocation of education resources, a variety of restrictions on school education, imperfection of social security mechanism, reluctance of their parents to leave their homeland. On this basis, underdeveloped areas should take overall consideration of the implementation of urbanization, citizenization, clustering development of industries, and agricultural modernization in the places where agricultural transfer population work so as to solve the predicament that underdeveloped areas are trapped in.
