| 摘 要： | 留守儿童教育代管组织是一种市场化运作并获取一定利润的组织，具有外部效应。分析它的特点及目前存在的种种问题，并提出政府通过制定激励政策、建立市场准入标准、颁布契约性条例、加强监管、提供教育培训和咨询服务等手段，负起解决留守儿童教育代管组织存在问题的责任。 |

| Abstract: | The education-hosting organizations of the left-behind children are market-oriented and profitable ones with external effects.This paper analyses their characteristics and the existing problems,and proposes that the government should bear its responsibilities for resolving the problems found in the organizations through developing incentive policies,establishing the market access standards,promulgating contractual regulations,strengthening supervision,providing education,training and advisory services,and so on. |
