关于乡村集体资产管理的再思考

农业、农村、农民问题始终是关系我国社会主义经济建设和社会发展的重要问题。中国入世使这一问题更加突出地摆在人们面前 ,解决这些问题的关键是大力推动经济建设。在大力发展乡村经济的过程中 ,如何正确有效地管理乡村集体资产非常重要。在我国目前乡村集体资产的管理过程中 ,存在的一些典型问题 ,如 :对改革的片面认识与指导问题 ;对改革后乡村集体经济组织的管理不善问题 ;集体资产流失的问题 ;立法滞后的问题等这些问题严重影响农村经济的健康发展。实现对乡村集体资产的高效管理使之大力促进农村经济建设的途径在于改革、明晰产权、改善环境等。

A Second Thought onManagement of Rural Col lective Assets

This article strengthens the importance of agriculture, countryside, and peasants problems in our country facing entering WTO. To solve these problems, it is crucial to promote economic construction. During the course of economic development in countryside, how to manage rural collective assets correctly and efficiently is of utmost importance. There are some typical problems in present practice, such as, one-sided understanding and guidance of reform, the invalid management of collective economic units, the loss of collective assets and the delay of relative legislation. The key ways of effective management of rural assets is to distinct proberty right and improve the policy environment.
