Study on Risks Identification during Transferring Intellectual Property Rights of Hi-Tech Achievements

Through spot interview and questionnaire investigation, and by applying the logic tree and structure matrix method, a risk identifying system in the transfer course of hi tech intellectual property rights is constructed. Taking an optical fiber ware company as an example, the paper has introduced in detail concrete processes and approaches for risk identification during transferring hi tech intellectual property rights thus obtaining interrelations between risk factors in the transfer of patented technological achievements. It is suggested that corresponding risks should be avoided by taking measures to establish risk management organizations, work out project risk management programs, make risk management decisions, etc.
