能绩人才观的人力资源开发学分析

摘    要:
什么是人才,人才的本质特征是什么,如何评价人才,这些问题都是我国前不久召开的全国人才工作会议上讨论的重点问题。本文首先概述了古今中外各种不同的人才观,并且分析了它们对人才开发产生的实际影响。本文认为,比较有代表性的人才观主要有智力观、教育学观、人才学观、人事管理学观与人力资源观。其次论述了作为人才本质特征的工作能力及其系统结构,认为人才的工作能力系统包括人才能力的基础素质、人才能力的内在核心、人才能力的行为方式与人才能力的业绩标志等四个子系统。最后论述了新人才观下如何从人力资源开发学的视觉来评价人才的能力与业绩。认为对能力与业绩的评价要有系统观、动态观与战略观,要特别重视对于创新意识与责任心等品德因素的评价。

Abstract:
The definition, natural features and appraisal methods of the talent is the focus of the national talent conference held recently. First, the paper outlines various talent views at all times and in all over the world and analyzes its real influence that exerts on the development of talent. It is suggested that typical talent view includes intelligence view, education view, talent view, personnel management view and human resource view. Second, pointing out that the competence and its systematic structure is the natural features of talents; the paper suggests four subsystems of the talent work competence system which includes the foundational qualification, inner core, behavior way and performance indicator of the talent's competence. Last, it explores how to appraise the talent's competence and performance in the human resource development view, and argues that the appraisal of competence and performance should utilize the view of system, dynamic and strategy. Besides, much attention should be paid to the appraisal of the moral factors such as creative mind and responsibility.
