| 摘 要： | 理想民主是一种主张人民统治、人民直接参与的民主,是理想的、规范的和实质的民主,但其存在着＂人民＂概念含混不清、易导致＂多数人暴政＂和现代国家难以满足其特殊运行条件的局限。现实民主是一种主张实行代议制度和少数精英统治的民主,是现实的、经验的、程序的民主,其局限性在于限制了公民的政治参与、存在偏离民众意志的可能性及容易生成精英政治。我国的民主兼具理想民主和现实民主的内涵,但还需要通过实行宪政民主、扩大公民参与、完善选举制度等措施来避免两种民主的局限性。

| Abstract: | Idealistic democracy is a kind of democratic concept which advocates that democracy is ruled by the people＇s direct participation,which is regarded as ideal,standardized,and substantial democratic thoughts but it manifests ambiguous concept of people,easily leading to the tyranny of the majority,and the modern state is difficult to meet specific operating conditions demanded.Realistic democracy holds the idea of representative system and governance by a small number of political elites,so it is realistic,empirical and procedural.China＇s democratic system contains the connotations of idealistic democracy and realistic democracy,but it is necessary to implement constitutional democracy,enlarge citizen participation,and perfect the electoral system,in order to avoid the limitations of the two kinds of democracy. |
