社会转型时期我国政府信任生成的内在逻辑——基于公民主体视角的考察

政府信任是作为公共权力承载主体的政府与公民权利主体之间的一种互动关系,它是建立在公民对政府为公民利益服务的动机所作的相关判断基础上的。从公民主体的视角来看,利益诉求是公民信任政府的现实导向,信任信息是公民信任政府的认知依据,信任能力则是公民判断政府可信性的关键。在社会转型的复杂背景下,三者相互叠合构成了我国政府信任生成的内在逻辑。因此,现代公民的成长与培育也就成为转型时期我国政府信任优化的重要环节。

The Internal Logic of the Generation of Chinese Government Trust in the Period of Social Transformation from the Perspective of Civil Subj ect

Government trust is an interactive relationship between government and citizens,which is based on citizens’j udgment of the governmental motivation of serving citizens.From the perspective of civil sub-j ect,interest appeal is the reality of citizens’trust in government,information is the cognitive basis for trust,and citizens’trust ability is the key to j udging the government credibility.In the period of social transformation,the above three factors constitute the internal logic of Chinese government trust.Growth and cultivation of modern citizens,therefore,has become an important part of optimization of Chinese government trust in the period.
