东北区域社会突发事件治理中的政府责任

Government Responsibilities in Management of Regional Social Emergencies in Northeast China

Social emergency is a public event.The capacity of the governments during emergencies will directly affect their authority and credibility.In northeast China where the unit society is particular,the responsibilities of the government in regional social emergencies are represented as their foresight,strategy,organization,coordination and obligation through the incidents.It is proposed that,only with scientific idea,sound system,clear powers,high efficiency and flexibility,the governments can successfully deal with all types of emergencies.
