| 摘 要： | 稳定农地承包关系是农地制度安排的大局,但农地调整是制度公平的体现和农民利益的选择,我国现行的农地制度安排蕴涵着农地调整的逻辑必然。农地制度稳定与调整的制度悖论解决需要农地承包经营权流转,而农地承包经营权流转必须具备相应的条件。
