| 摘 要： | 中国财政收入增长的潜力从总体上看是有限的,如果不进行投融资创新,环境保护将面临严重的资金短缺。中国经济市场化程度的不断提高、环境保护行业垄断的打破、民营企业具有的实力和愿望,表明环境保护引入民间资本的条件正在具备,民间资本大规模进入中国环境保护领域的时代即将来临。

| Abstract: | Overall,there is a limit to the potentialities of Chinese financial income's growth,we should conduct the innovative investment and financing to avoid serious shortage of funds of the environmen tal protection.At present,the steady expansion of economic marketization's degree,the breakdown of professional monopoly of environmental protection.and the actual strength and wish possessed by the private enterprises indicates that the condicions poured into the nongovernmental capital in the environmental protection are taking shape,and the times entered extensively the field of environmental protection in China by the nongovernmental capital is at hand. |
