| 摘 要： | 作为环境政策中经济手段之一的排污权交易制度,能够有效地降低环境负荷,达到保全环境之目的.为改善环境污染问题,建立和完善我国的排污权交易制度已成为当务之急.分析了美国排污权交易的实践经验,以期对我国排污权交易制度的建立起到借鉴意义和创新导向作用.

| Abstract: | Economic instruments in environmental policy as one of the emissions trading system,can effectively reduce the environmental load.To achieve the purpose of preservation of the environment.To improve the environmental pollution problems,establish and improve China's emission trading system has become imperative.This paper seeks to analyze the United States from the practical experience of emissions trading,and strive to build China's emissions trading system to learn the meaning and role of innovation-oriented. |
