The booming of Russian financial and industrial groups had its profound systematic root.High Unitarianism of the former Soviet Union and its bureaucracy class provided a historical precondition for these groups,and the economic reform in the late 1980s laid a basis for its economic foundation.After Russian economic transformation,the emergence of the groups essentially mended unsound market system of that time,while it was propelled by radical reform policies.In addition,to overcome political restrictions of transformation policies,Russian government had carried out a series of measures to support the groups.
