| 摘 要： | 国家＂以工补农,以城支农＂及其社会主义新农村建设发展战略的实施,乡镇政府逐步由管治、汲取转向服务,这迫切需要改革既有乡镇事业单位体制,构建适应社会主义市场经济发展的农村公共服务机制。湖北省咸安区的＂以钱养事＂改革正是对农村公共服务机制改革的大胆尝试,并取得了一定的成绩,但同时也存在着诸多问题。总结其改革经验、发现其改革不足、提出后续改革对策,对全国其他地区的乡镇事业单位改革亦有一定的启发意义。 |

| Abstract: | With the implementation of ＂industry-financed agriculture,city-funded rural＂ and new socialist countryside construction,township government has gradually transformed from ＂governance＂ to ＂service＂.Reforming the existing system of township institutions,and building rural public service system that can adapt to the development of socialist market economy,have been on the agenda.The reform of ＂Yi Qian Yang Shi＂ in Xian＇an in Hubei Province is just a bold exploration of rural public service system reform,which has made some progress.But there are also some problems.It is of great significance to sum up its experiences and lessons in reform.The proposing of the follow-up reform measures also has lots of reference and inspiration to other provinces of China in the reform of township institutions. |
