电子政府中的公众参与机制研究

电子政府中的公众参与机制通过电子化的方式方便了公众对公共事务或公共政策制定的参与和讨论,促进了民主政治及民主行政的进程。该机制构建的网络民主参与平台、民意收集与回复机制、民意信息库和政府施政知识库,使政府在以公众为核心,运用及扩大政府内外知识,不断创新管理,在政策、服务与沟通模式方面产生了明显的绩效,增进了公众的参与及信任。

The research on the Citizen Participation Mechanism in E-government

The mechanism of the Citizen participation in E-Government for the fact that through electronic mode, the common people can take part in, discuss, and debate over the public affairs as well as public policies, so as to promote democratic politics and put democratic administration into practice. This mechanism is to establish the platform of democratic participation in Internet, the mechanism of public opinion collection, responsiveness, to construct the public opinion information database and knowledge repository for government governance. It should take the public cares as the core of administration, make use of and expand government knowledge, inside and outside, and to reform constantly its organizations, management, policy-making, services and models of communication, resulting in actions and effects and effectively creating the public values as well as increasing the Citizen participation and trust.
