论公共危机潜伏期的预防和准备

我国正处于"经济转轨,社会转型"的关键时期。随着经济体制改革的深入,各种危机事件频繁发生。在现实中人们主要关注的是处理和解决危机,其实,当代公共危机管理的精义在于危机潜伏期的管理,在于危机的预防和准备。因此,政府应该着重做好预防和准备阶段的工作,避免危机事件的发生,把危机所造成的损失降到最低,建立符合我国国情的危机管理体制。

Preventing and Preparing of Crisis Management during the Period of Delitescence

With the deepening of the reform of the economic system ,China at present is in a crucial period of economic institutional transition and social structural transformation. Various kinds of emergencies happen frequently.In practical life ,people mainly focus on the handling and solving public crisis.However,the core and the spirit for the crisis management is not solving the crisis but preventing and preparing from it,especially for the management period of delitescence.Therefore,the task for the government is concentrating on the occurrence of crisis issue.Only through this way can we decrease the damage to the minimal point and establish the crisis management system which is suitable for the situation of our country.
