| 摘 要： | 社会保障既能解决社会和民生问题，又能保障人权。要保证社会保障制度的科学化，必须努力实现社会保障的法制化，遵循社会保障法制化的人权保障原则、国际法和国内法相结合原则、与经济发展水平相适应原则，这是实现社会保障法制化的重要基础和保证。 |

| Abstract: | Social security can solve the social problems and livelihood issues;it can even ensure the human rights.A scientific social security system not only calls for the legislation of social security,but also demands us to obey the following basic principles: the guarantee of human rights,the combination of international and home laws,and the adjustment to the economic development. |
