Briefly on Putting Talents First and Putting People First

Scientific development can be achieved by putting talents first, and work for talents can be well done by putting people first. Putting people first is identified with respecting people, taking people as criteria of values, valuing their rights and needs so as to arrive at the full development of people. Valuing people＇s rights just means enforcement of democratic principles in procedure, and valuing people＇s needs just means safeguarding people＇s legal rights and interests in order to maintain equalily of opportunities and justice in procedure.
