| 摘 要： | 在人类社会的发展进程中,形成了三种类型的政府形式,即统治型政府、管理型政府与服务型政府.其中,服务型政府是一种全新的政府行政类型,与前两种政府行政类型有着本质的差别.这种本质差别具体体现在服务型政府以公民本位为行政指导理念,以制定服务于民的政策为根本目的,以公民为政府运转的行政主体.
