| Abstract: | In 1883,The Qing government set up a special outlay for public assistance for Beijing(Shuntianfu).Form then on,the government kept strengthening the outlay's collection and management.This is a great event in Chinese public assistance history,and is a milestone both in theory and practice of public assistance in the late Qing. |
