| 摘 要： | 随着我国高等教育由精英教育向大众化教育的不断推进，高等教育的质量问题逐渐成为社会公众关注的焦点，政府、高校以及用人单位和学生及其家长都开始关注高等教育的质量问题，但是它们关注高等教育质量的目的是不同的。高等教育质量外部评价对高等学校质量的维持与促进以及对高等教育事业的发展具有巨大的作用，其功能主要包括质量保障、引导、激励和监督。

| Abstract: | With the development of higher education from elite education to mass education in China, great concern about higher education quality has been aroused among all walks of life. But government, institutions of higher learning, employers and student＇ s parents view this issue with different purposes And the external assessment of higher education quality plays an important part in maintaining and promoting the development of higher education. Its main functions include guaranteeing quality, giving guidance and incentives, and exercising supervision. |
