论国有资产管理体制的改革

改革国有资产管理体制是提高我国国有资产整体运营效率的关键。社会主义市场经济要求政府的社会管理职能和出资人职能分开,要求企业产权主体明确。而建立三级出资人所有的国有资产管理模式可以有效遏制目前国有资产管理体制中出资人缺位或越位现象,以及政企不分、政资不分的行为。新的国有资产管理模式要以资本为纽带,按法人治理结构要求对国有企业实现产权管理,通过制度创新防止出资人越位或缺位,确保国有资本保值增值。

Analysis on the reform of State-Owned assets management structure

The key to improve the overall operation efficiency of our state-owned assets is to reform the management struc-ture of them.Socialism market economy requires the separation of government functions as a social administrator from as a promoter and a clear definition of property right of enterprises.such phenomena as the lack or offside of promoters and role-confusion operations of government and enterprises appearing in management of state-owned assets can be effectively re-strained by setting up a management pattern of three-level promoters.This new management pattern relies on capital,imple-ments its property right management on state-owned assets according to the legal person system,and prevents the lack of off-side of promoters through innovation of system,to ensure the preservation and increase of value of state-owned assets.
