摘    要:就中国居住建筑中采用分布式光伏发电系统的良好发展前景,以中国15个城市的自然条件及光伏发电补贴政策为背景,采用SAM、COBRA和MATLAB软件为研究工具,以外部性理论与合作博弈论作为理论支撑,对中国居住建筑分布式光伏系统进行费用分摊分析。结果表明,国家补贴不足以使居民获得合理收益,地方补贴在很大程度上决定了分布式光伏在该地区的发展水平。中国部分地区地方补贴额度不足,居民电价过低和电网公司难以获得补贴都导致各参与主体对投资分布式光伏的积极性不高,分布式光伏在中国发展速度低于预期的结果。

Cost Allocation of Residential Distributed PV Project Based on Shapley Value
Abstract:Under the huge challenges of global energy conservation ,emission reduction and energy security ,distributed PV industry has become the key means to achieve economic restructuring and low carbon economy .However ,the present status of distributed PV development in China is not as good as expected for the reason of irrational profit and cost allocation .In order to find a solution to this issue ,we firstly go over a rigorous exposition of the methodology employed for the calculation of the levelized cost of electricity for PV .Based on externality theory and cooperative game theory ,we proceed to establish a mathematical model by using SAM ,COBRA and MATLAB to analyze the cost allocation of distributed PV systems in 15 Chinese cities .The results highlight that national subsidy alone is not enough for residents to get their desired profits ,other factors that influence the profitability of participates include local subsidy and retail electricity price . Whether a grid enterprise can get enough subsidies from government also influences its initiatives to participate in the distributed PV industry .In general ,government subsidy is lower than the Shapley value result and higher than the nucleolus result in China .
