| 摘 要： | 环青海湖地区生态价值的重要性、特殊性决定了在保护生态环境的前提下,进行科学规划、合理布局,做到在保护中开发,开发中保护。使生态环境保护与特色产业创新有机的结合起来;与农牧民增收、全面建设小康社会结合起来,以此来实现人与自然、经济、社会的和谐发展。
