政府绩效评估:现状与发展前景

政府绩效评估作为政府再造的重要内容和根本性措施,强调以结果为导向,在一定程度上带来了西方发达国家行政效率的提高和政府服务能力的增强、带来了政府与公众之间关系的改善。这种社会效果促使政府绩效评估成为了一种世界性的潮流。就我国而言,政府绩效评估虽然成为了学术界研究的热门课题,成为了政府部门推行管理创新的重要措施,但如何使西方发达国家政府绩效评估的实践经验能够结合我国的实际并加以本土化、如何使企业绩效评估的方法能够结合政府公共管理特征并加以制度化、如何探索构建中国特色的政府绩效评估体系和实施方法、如何消除政府绩效评估施行的体制性障碍等问题,还迫切需要我们从理论与实践相结合的角度上加以研究,并在充分沟通的基础上形成共识。

Government Performance Evaluation: Status Quo and Prospect of Development

Government performance evaluation,a new type of governmental administration,with the emphasis of result orientation,to some extent speeds up of the effectiveness of governmental administration,strengthens the service ability of government,and improves the relationship between the government and the public in the Western countries.This very effectiveness brings forth a global enthusiasm for government performance evaluation.In China,government performance evaluation becomes not only a hot academic topic but also an important measure for government branches to implement the measures of administrative innovation.However,such issues as the nativization of the Western experience of government performance evaluation in China,the combination and systematization of enterprise performance evaluation and governmental public administrative features,the exploration of constructing government performance evaluation and measures with distinctive Chinese characteristics and the elimination of systematic obstacles in the implementation of government performance evaluation,urgently need to be studied from the theoretical and practicing perspectives and reach the common understanding based on the thorough communication.
