PBR对消费者和生产者经济福利的影响分析

通过构建植物新品种种子市场和产品市场同时均衡的经济理论模型，从静态和比较静态角度分析了PVP对生产者和消费者经济福利的影响。研究得出：第一，PVP能够为消费者带来正的经济剩余，但为生产者带来的剩余不一定为正。第二，PVP保护水平与消费者剩余、生产者和消费者的总剩余呈反向关系，但与生产者剩余的关系不确定。

Analysis of Economic Benefits of PVP to Producers and Consumers

By building an economic model including seed market and product market of new plant varieties and by means of static analysis and comparative static analysis, study is made on the economic benefits of plant variety protection （PVP） to producers and consumers. Some conclusions are put forward as follows： First, PVP can take the positive economic surplus to consumers, but whether it is positive to take the economic surplus to producers can not be certain; Second, the lever of PVP is negative to the consumers＇ economic surplus and total economic surplus of consumers and producers, but whether the relationship between the lever of PVP and the producers＇ economic surplus is positive or negative can not be certain.
