地方公共危机治理碎片化的整理——“整体性治理”的视角

当前，中国地方公共危机治理存在着较为严重的碎片化倾向。整体性治理理论为整理公共危机治理碎片提供了思路。按照整体性治理理论，建立整体性公共危机治理体系应从整体性公共危机治理战略的制定；大危机管理部门的建构；政府与社会、市场的协作治理；统一、高效的危机治理信息中心建设等入手。
