任何一种社会制度的确立都离不开与之相协调的道德精神 ,中国传统的社会政治制度是“德”“法”相济的一种典型模式 ,即礼治 ,其系统的法律制度不仅脱胎于道德规范且以之为依托。在中国走向现代化的转型时期 ,法治与德治的具体思想内容都不是传统的简单沿续 ,而是开创性的工作 ,由于缺乏相应的文化基础 ,必须把“依法治国”与“以德治国”结合起来 ,使之彼此协调、相互支持

Ruling by Law Needs Corresponding Support from Morality

The establishment of any social system can never be independent of corresponding moral spirit. Traditional Chinese social political system is a typical model with the coordination between virtue and law as complement for each other, i.e. ruling by rites. Its systematic legality was not only originated from but also based on moral norms. In the period of the turning of China towards modernization, both the concrete contents of ruling by law and ruling by virtue are a creative cause rather than a simply continuation of tradition. For the reason of want of cultural ground, 'the administration of state by law' and 'the administration of state by virtue' must be cooperated, coordinated and supported each other.
