省管县：“两难”困境中的可行性路径选择

由市管县到省管县,其焦点集中在管理幅度大小和行政层级多少的关系问题上。市管县的弊端、浙江模式的局限性;管理幅度、行政层级与成本、效率的悖论等,都反映了由市管县向省管县体制转换的复杂和艰难。＂两害相权取其轻＂,本研究旨在从改革的＂两难＂处境中,探寻体制柔性转轨、降低改革成本以达到省、市、县共赢的可行性路径：即从单项改革入手,由点到面,由易到难,稳步推进;适度扩充省级机构;扩展中心城市辖区;省、市分别事项共同管县;撤销乡镇建制,强化农村社区自治。

Counties Directly Affilated to the Provincial Government: A Feasible Choice of Different Routes in "Dilemma"

The main problem involved in the change from the county affiliated to the city government to that, to the provincial government lies in the relationship between the how large the administrative area is and how many administrative levels are concerned. The abuses of the former, and the limitations of the Zhejiang model ; the paradox among the administrative scope, cost and efficiency, etc. all reveal the reason why it is so difficult to transform from the former to the latter. The present paper aims to seek a route for the so - called soft transformation out of the ＂Dilemma＂, so that the county, the city, and the province are to win, and the rural autonomy is to be strengthened as a result.
