世纪之交， 上海应以面向全国、面向世界、面向２１ 世纪的时空观念确立建设优良秩序的目标， 以现代化国际大都市的标准衡量上海秩序建设的现状， 发现存在的隐忧。在重点调查车站、航运、航空港等 “窗口”场所、外来流动人口管理、社区管理、道路交通管理和社会文化管理的基础上， 提出了一系列有关健全法制、理顺关系、管理到位、各方参与、严格执法、监督有力的具体措施和建议

Thinkings on the Establishment of Fine Urban Public Order

At the threshold of the 21 st century, Shanghai should start drafting blueprint for the establishment of fine urban public order from a long-term point of view. After making on the spot investigations in bus terminals, shipping center and airport, and after studying the management modes with respect to floating population, community administration, road transportation and overall social control, this paper sets forth a series of concrete measures and suggestions aiming at the strengthening of legislation, enforcement of management and forceful supervision.
