论WTO框架下中国环境保护法的执行

经济全球化离不开国际环境条件的制约,因此研究在WTO框架下,如何平衡各国环境与贸易之间的利益关系,具有积极意义。发展中国家应结合本国国情,加强环境立法和执法工作,发展绿色产品贸易,力求与国际社会标准接轨。发达国家应从全人类总体利益出发,加大环保投资力度,避免污染源转移,利人利己,促进全球市场化经济保持可持续发展势头。

On Enforcement of Chinese Environment Law Under WTO

Today, economic globalization is interacted with international environmental situations, so it might be able to make some positive contrbutions to research on balancing the interests between the protection of the each stale environment and the international business transaction, under the rules governed by WTO. The developing countries should strengthen their environmental laws legislation and enforcement, based on the actual conditions in their own countries, develop the trade of "Green Products", and try to reach the standards of the industrialized society. The developed countries should proceed from the general interest of humankind in the world, invest more heavily in protecting environment, and it will be benificial to themselves as well as to the other countries if they stop shifting the pollution sources to the developing coutries. In this way, the global market economy would keep on growing continually .
