| 摘 要： | 服务型政府就是以全心全意为人民服务为宗旨的政府。服务型政府的理论基础可以从政治学、行政学、行政法学的视角得到解释。服务型政府建设的实施战略包括其文化支持、职能配置、结构变革、公法变革、人才保证、财政支持、信用保证、技术保障和危机应对等方面。加强服务型政府建设具有重大的理论和现实意义。

| Abstract: | The author holds the opinion that service-type government is serving the people whole-heartedly. Its theoretical basis can be explained from visual angles of sciences of politics, administration and administrative law. Its implementation strategy includes its support of administrative culture, functional disposition, structure reform and public law reform, guarantee of talented personnel, financial support, guarantee of government credit and electronic technology, and crisis handling, etc.. It has great theoretical and realistic significance for us to strengthen the building of service-type government.. |
