关于村民自治的调查研究

村民自治是实现农村管理民主的重要途径，是建设社会主义新农村的重要内容。在当前村民自治的实际运作中，存在“民主管理、民主决策、民主监督”与“民主选举”失衡、村“两委”关系不协调、干部群众思想认识和政治素质有待提高等突出问题，需要科学设计制度，合理配置村民自治权利；加强宣传教育，提高农村干部群众素质；理顺“两委”关系，促进村民自治顺利进行；健全监督制约机制，确保村民自治的实效。

An Investigating Research on Villager Autonomy

Villager autonomy is not only an important way for democratic management but an important element of building a new socialist countryside. There are many problems at present in the actual operation of villager autonomy. To be specific,＂ democratic management and democratic decision-making, democratic supervision＂ , and the ＂democratic elections＂ are out of balance, village ＂two committees＂ discord, the ideological and political quality of cadres and the masses requires to be improved. We need to design system scientifically, and allocate villager autonomy rights rationally;step up publicity and education, and improve the quality of cadres and the masses in rural areas; straighten out relations between ＂ two committees＂, and promote the smooth progress of villager autonomy;sound supervisory and regulatory mechanism to ensure the effectiveness of villager autonomy.
