公共治理的责任结构是指政府、市场和第三部门在治理体系中的功能和角色。政府、市场和第三部门作为公共治理行动体系最重要的组织化行动者,它们之间的责任关系对于治理的成败具有至关重要的意义。这种责任结构通常意味着三个方面的内涵:即政府、市场和第三部门行动的限度和范围,以及为确定的目标选择合适的治理工具;行动者的角色定位,即三者相互之间的权力与支配(或被支配)关系;行动者尤其是政府必须为其行动及其后果承担责任。

On the Responsible Structure of Public Governance

The Responsible Structure means the function and the role that the Government,the Market and the Tertiary Sector play in the governance system.As the most important organized actors,the responsibility among the Government,the Market and the Tertiary Sector plays critical part on the success or failure of the governance.The responsible structure usually includes three aspects: the limitation and range of governance among the Government,the Market and the Tertiary Sector,as well as choosing suitable governance instrument for the assured object.The definition of roles for the actors: the relationship between authority and control(or under control);the actors,for particular,the government having to take the responsibility for the actions and the final results.
