新中国户籍制度与三农问题的关系研究

户籍制度是中国在农业文明占主导地位的基础上实施社会主义工业化战略的实践中处理和解决工业与农业、城市与农村、市民与农民的关系及矛盾背景下的产物。户籍制度在其渐趋完备并走向固化的进程中，严重制约了农业、农村和农民的发展。改革开放以来，传统的户籍制度遭受冲击并逐步走向改革。目前，进一步深化户籍制度改革，有利于传统城乡二元社会结构和“一国两策”格局的彻底打破，也是事关全面建设小康社会大局的“三农”问题破解的重要突破口。
