21世纪农业产业结构调整的思路与对策

在 2 1世纪 ,农业仍是国民经济的基础。没有超越于农业劳动者需要的农业劳动生产率 ,就不可能有工业的独立发展和飞跃 ,更不可能有工业化的实现和经济的持续增长。因此 ,发展中国家在推进工业化的同时 ,必须加强农业建设 ,增加对农业的投入 ,促进农业产业结构向科学化、合理化的方向发展。本文认为农业产业结构调整首先应解放思想 ,拓展新思路 ,并抓住产业结构调整的核心与重点 ,在仔细研究国家宏观产业政策后 ,结合区域经济优势 ,确定具体的措施与对策。

SOME IDEAS AND STRATEGIES CONCERNING STRUCTURAL ADJUSTMENT OF AGRICULTURE IN THE 21ST CENTURY

In the 21st century, agriculture will remain the foundation of the national economy. Without a high agricultural productivity, there could not possibly an independent leap forward in industry, let alone the realization of industrialization and sustained development of the national economy. Therefore, while pushing forward the industrialization drive, the developing countries must strengthen the construction of their agriculture, increase their investment in agriculture and promote the re-adjustment of agricultural structure on a scientific basis and in the direction of rationalization. The paper holds that in order to re-adjust the industrial structure of agriculture successfully, people have to emancipate their minds, accept new conceptions, expand their horizons and place their emphasis on key links in the work. In decision-making of measures and policies to be adopted, they should combine the macroscopic industrial policies of the nation with the advantages of the local regional economy.
